      A customer has submitted a request for a feature to retrieve number of users in JIRA, including details like number active, number inactive e.g.:
      USERCOUNT:
      /rest/api/2/user/count (GET)
      could return something like this

      {total : #totalUsers, active : #activeUsers, inactive : #inactiveUsers}
