Monospaced formatting adds a border intended for {noformat} and {code}

The Text Formatting Notation Help page shows monospaced should look like this:

However when {{monospaced}} is rendered, it looks like this:

The border seems to be more appropriate for the {noformat} and {code} tag, but not inline monospaced text.
