Remove the twitter wallboard gadget from the JIRA wallboards plugin

      As per the investigation done by bsayers on JRA-33536, fixing this gadget will require a complete rewrite due to Twitter completely breaking the API we used to communicate with them and replacing it with a completely different one.

      The new API requires onerous authentication based on OAuth and it has been deemed to complex/time consuming to rewrite the gadget so it uses the new API.
