Using the (c) shortcut key to create issue doesn't work when in admin sections

      Steps to reproduce:

      • Log into JIRA with admin privileges
      • Select Admin (Cog) -> Projects
      • Type "c" on keyboard
      • Nothing happens.

      Expected behavior: the quick create dialog appears to create an issue.
