Ability to always show Sub-tasks section on View Issue page

      I would like to always show the 'sub-task' section for a specific issue type (New Feature). Normally it only shows up after you've added at least 1 sub-task issue to the parent issue.

      If there are no subtasks on the currently-viewed issue, the user has to scroll up to the top of the issue in order to click the "add subtask" icon.
