Allow to view all options in dropdowns

      For properties where multiple values are possible a dropdown is shown. With version 6.1 not all possible values are shown. However sometimes you have no idea what values matches best. Here the whole list would be helpful.

      For example, labels will now show "suggested" labels instead of all labels and the More menu in the Issue Navigator does not show everything.
