Hey guys,
We are moving JIRA from OnDemand to Standalone instance ... and it looks like there is no link to "JIRA User Server" under "Administration
/User management" any longer ... meaning I cannot create an app to access JIRA users from outside (i.e. from Confluence).
I am logged as sysadmin and this account belongs to 'system-administrators' group.

WORKAROUND:
Navigating directly to http://<local-installation>/secure/admin/ConfigureCrowdServer.jspa will reveal the screen for setting up externally-acessible user management.
To re-enable this, please back up your data, run the following query, and restart JIRA:
UPDATE pluginstate SET pluginenabled='true' WHERE pluginkey='jira.webfragments.admin:crowdApplication';
