Allow access to the contents of .rar archive from JIRA issue

      JIRA has been allow user to access the contents of .zip or .jar files in the attachments.

      Rar format was one of the popular archive format other than .zip format. It would be great if the addition of this improvement will allow users to access the content of the rar files directly from the issue.
