Add banner to JIRA that displays when users are in compatibility mode

      Compatibility mode in JIRA is known to be problematic (ie: JRA-32735)

      To mitigate the friction caused by customers hitting into this, please add a banner to JIRA that displays when users are in compatibility mode. The banner should link to our online documentation that tells users how to fix the problem.
