Using config.bat / config.sh to configure JIRA Home/database also skips language selection

      1) Install JIRA standalone by unzipping it into a directory.
      2) Run config.bat / config.sh and set the JIRA Home directory and database.. Save and exit.
      3) Start JIRA.

      It jumps straight to step 2 of the setup wizard, skipping the option to pick the server language.

      This is unrelated to the recent 6.0 work to rewrite the setup process and also happens on 5.2.0. I suspect it's been this way since 4.4.
