Additional permissions for inserting issues into running sprints

      Currently, all a user requires is the 'Edit issue' permission to insert issue into a running sprint. It would be useful to have additional permissions to be able to insert issues into a sprint that has already started.

      This is because inserting issues into sprints could cause major changes in the charts and reports, hence this should be limited to only certain users.
