Header of JIRA - Dashboards, Projects, Issues, etc. should freeze not scroll

      The header part should be freeze. It should not scroll. So that the user will be able to access the functionality given here. When the user is in issue page, the user cannot see the header parts. suppose the user has to go to dashboard directly, the user cannot go. The user has to go to top scrool through. If it is possible that let the header part to be still and the issue contents to be scrolled than it will be great.
