Add support for using JIRA with Custom security policies on IE

      If the user got the security policies in Windows (as set in the register with the attachment file), using IE8 access JIRA 5, it will show up the mix content warning message like when opening the issue navigator or browsing project.

      The root cause fo the issue seems to we're using data URL in the background process to load the image which is unfortunately consider as unsecured data on IE 8.

      Can we include the security policies support into the support scope?
