Allow any user account to be merged with Google Apps account

      Currently Google Apps integration only merges users that have the same username
      eg.

      jsmith jsmith@company.com yes
      john.smith jsmith@company.com no

      Allowing administrators to pick any username to merge would help give more control over changes (such as users changing email adresses).
