By default, ops.bar.group.size.opsbar-transition is set for 2. It will cause an inconvenient "Workflow" button when you have only a few transitions more instead of many.

It would be nice if JIRA could notice when you have only 1 or 2 transitions out of the current state, than add it on the view issue screen, rather than the current behavior which is representing as action button and the last one is hidden under the workflow menu.
