Currently to change the default value (2) of number of workflow transition buttons that are visible on an issue screen, it is necessary to add/update the paramater "ops.bar.group.size.opsbar-transitions" in the file "jira-config.properties" in the JIRA home directory.

Workflow transitions that have an "opsbar-sequence" property applied will show up in the transition button bar (<div class="toolbar-split toolbar-split-left") based on the property value (priority) - until the number of buttons hit the max set by the ops.bar.group.size.opsbar-transitions parameter; all additional transitions (with or without an opsbar-sequence property) will then be listed in the "Workflow" overflow drop down.

This new feature request is to provide an admin web UI (Admin > System > User Interface > Look and Feel) to set the ops.bar.group.size.opsbar-transitions value.

Changing the ops.bar.group.size.opsbar-transitions value will require a stop / restart of JIRA. The admin UI should also contain a simple "restart" button.
