As an Administrator I would like to manage default group membership from the User Management panel

    Description

      NOTE: This suggestion is for JIRA Cloud. Using JIRA Server? See the corresponding suggestion.

      At the moment, the default groups a user is added to comes from JIRA's Global Permissions, any group added to "JIRA Users" Global Permission will be added to new users created.

      However, I would like to add more groups to new users that are created, or have different groups when a user signs up.
