Prevent JIRA to create an user account called "unassigned"

      During a data import process (like CSV), JIRA is considering "unassigned" as a new user account. So, the customer will have some issues to remove the user.

      Steps to reproduce:

      1. Create new unassigned issue
      2. Import a CSV file with the following content: 
        Summary, Assignee, Reporter, Issue Type, Description, Priority
"Test issue", admin, admin, 1,,
"secound issue",unassigned,unassigned,1,,

      After, the administrator will be unable to remove the related user account.
      Also, the following documentation doesn't have something about this.
