In an JAll Ondemand instance,user having admin permissions only in JIRA is not allowed to create project using "External System Import" .

      Steps:
      1. Login as a admin user having permission to JIRA Application.
      2. Press GG and select "External System Import".
      3. Try importing a CSV file.

      Check the attached screenshot, user is not allowed to create project as earlier user needs to have access to all the products for creating product.

      Apparently we now allow the project in JIRA to be created in all cirumstances: https://jira.atlassian.com/browse/ROTP-547

      Veenu commands us to verify that it's fixed for various supported imports.
