Admin Helper - Issue search only searches issue history

      On Permission Helper and Notification Helper pages the issue search only searches through the current user's issue history - you can't enter arbitrary issue keys unless you've visited that issue. You should be able to enter arbitrary issue keys even when you haven't been to that issue.

      Workaround
      Visit the issue, then refresh the Admin Helper page
