Users without "Browse Users" permissions can't edit "Multi User Picker"s

      NOTE: This bug report is for JIRA Cloud. Using JIRA Server? See the corresponding bug report.

      According to JRA-25606 and JRA-25181 all custom "Multi User Picker" fields are affected! Noone without Browse Users permission is able to add users to this field.
