Upgrade task / integrity check needed for missing change history items during workflow migration

      When some one migrates workflows prior to JIRA 4.4 there are no change history items written for changing statues and so on.

      This means that the Change History index does NOT reflect the correct information.

      While fixed in post 4.4 code, it does not help for data that was migrated prior to 4.4.

      Talking to jwinters about this he mentioned that JIRA could have a upgrade tasks / integrity check that fixed up the change history and hence the index.
