Description

NOTE: This bug report is for JIRA Cloud. Using JIRA Server? See the corresponding bug report.

We would like this new limit to not be on by default (perhaps it starts at "0" and if "0" does not do the check). And also configurable from the advanced configuration page (and the change should take place immediately ie. not require a restart).

ALSO we would like this property set to NOT 0 for onDemand (I think the current 30K character limit would be appropriate).
