The message when you have not configured the 'Contact Administrator' form should not indicate it has 'not yet' been done

      In many cases, Administrators may choose to not have a Contact Administrator form on their JIRA instance.

      The current error message when the option is set to 'Off' (default) is:

      Error
      Your JIRA administrator has not yet configured this contact form.

      I propose this be changed to something that does not assume the Administrator has not yet configured it. Something like:

      This feature is currently disabled by your JIRA Administrator.
