This permission could be added to the Admin section : Issues -> Permission Schemes -> Project specific permission scheme -> 'Issue Permissions' section.

A specific group could be assigned this permission and they would be able to edit closed issues too.

This would help bulk edit feature when we have to bulk edit closed issues when issue types or custom fields values are being modified, and the changes have to applied to the Closed issues too.
