This is an alternative to JRA-26803

A very common scenario is someone setting up Jira and creating some test issues and then wanting to clear those issues out and reset the numbering for the issues to zero.

Currently you have to run a custom sql query in order to accomplish this. A very simple improvement to add, which would go a long way toward improving usability, would be to add a button or some other mechanism that would clear all of the issues for a project and reset the pcounter value to zero.
