keep email style sheet links valid after upgrade

      It would be nice if the links in emails generated by Jira to resources like style sheets were not dependent on what version of Jira that you are running.
      After each upgrade of Jira I notice that the emails generated from before the upgrade look lousy because their links to some style sheets are no longer valid.
      In addition to the old emails looking lousy, the catalina.out log also get a lot of resource not found messages as employees still read unread emails from before the upgrade.

      For example, an email generated by our Jira 4.1.2 has this link which is no longer valid
