More fine grained control of External User Management

      NOTE: This suggestion is for JIRA Cloud. Using JIRA Server? See the corresponding suggestion.

      In JIRA 4.4 we removed External Password Management setting and we just look at individual permissions on the configured User Directories for read-only vs read-write settings.

      We should do the same for the External User Management setting.
