Add support for file attachments bigger than 2GB

      Well, it's year 2011. Files bigger than 2GB are not so rare anymore. And we actually need sometimes such big attachements in JIRA Importers plugin - where people are uploading files (using the very same mechanism as regular issue attachments) which contain their entire databases zipped (e.g. whole Trac instances). It is not suprising to have people with files 8 - 10GB big.

      However JIRA still treats max attachments size as 32-bit integer, even though Java treats it as 64-bit long.
