Add click-expanders for lists in scheme management pages

      As the number of Jira projects grows large various scheme pages start to contain lists of projects that are so long that the page becomes very long and difficult to navigate or understand.

      These should be wrapped up with "[Show all 156 projects]" links (similar to project user lists.)
