Administer Timezone settings

      NOTE: This suggestion is for JIRA Cloud. Using JIRA Server? See the corresponding suggestion.

      There needs to be a capability for administrators to set/change the timezone for a particular user. Or an administrator would be able to set a user timezone while adding a user.
