Improve the behaviour of indexing after a workflow transition

Currently during a workflow transition, JIRA will disable indexing requests until such time as the database changes for the transition has been committed, when it re-enables indexing requests and indexes the issue being transitioned.

However if you are updating other issues, such as linked issues, as a part of this transition, it will ignore all the requests for indexing during the transition and only index the issue that is being transitioned.

If JIRA could queue up the indexing requests and perform a bulk re-index of the modified issues at the end of the transition, that would be a preferable solution.
