      JIRA Studio creates trusted apps before any users even exist (yes, that's right, before any users even exist). This is a system task that is done as part of initial data population. So there's no user for it to pass in to the trusted apps manager, and it wouldn't make sense to pass a user anyway, because it's not being configured by a user.
