AL32UTF8 Character Encoding Compatibility

      Today Atlassian recommends character set encoding UTF8 for Oracle database.
      But Oracle recommends that if the environment (clients and servers) consists entirely of Oracle 9i or higher, use AL32UTF8 as NLS_CHARACTERSET, otherwise use UTF8.
      As far as I know, the AL32UTF8 is equivalent to the standard UTF-8. The difference is that AL32UTF8 is more appropriate for XML data.
      I would be great if someone could test compatibility between JIRA and this character set encoding, and if it's not, make it compatible.
