Cannot stop progress on an unassigned Issue

      You can only "Stop Progress" on an issue with status "In Progress" if you are the assignee.
      However, you can re-assign the issue to nobody.
      At this stage you cannot "Stop Progess".
      Best Solution:
      You cannot unassign an issue that is "In Progress".
      Acceptable Solution:
      If the issue is Unassigned, then there is no special restricion on stop progress.
