In order to comply with Sarbanes-Oxley audit requirements my Operations team requires that we trace changes at the jira project level, not merely at the issue level.

While jira logs change management on each issue (i.e., issue is closed, assigned, etc), my operations team has not identified a way to log and track changes at the project level (i.e., permission schemes, notification schemes, account creation, etc.).

I understand that this feature does not exist in jira, thus I'm requesting it in order to provide a full audit trail of all action within Jira.
