allow viewing focus box

Apparently the styling for JIRA 4 takes advantage of the ability to suppress the focus box (dotted outline) on active links. Perhaps it annoys some people, but for those of us who prefer the speed of keyboard-only navigation over the mouse, the loss of that context-identifier is a big issue.

Being able to select a style that will show the focused item would be a big gain for accessibility.
