while not exactly reproducible (probably an OOM at some stage during the very first installation), JIRA 4 can fail to deploy the bundled plugins successfully and core functionality may be missing from the application.

Subsequent restarts don't detect this condition and JIRA persists in this dysfunctional state until the home folder is cleared. It would be useful if the startup process verified plugin deployment and automatically repeated the process when necessary.

Possible symptoms of the problems are: missing project settings such as categories, issue type schemes, issue security schemes, field configuration schemes, workflow schemes etc...
