Allow properties in jira-application.properties to be overiden from command line

      NOTE: This suggestion is for JIRA Cloud. Using JIRA Server? See the corresponding suggestion.

      For instance, if I specify -Djira.autoexport=true on the command line, this should be respected over and above whats set in the application properties. This should happen for all properties.
