CC groups create non existant groups

      In JIRA v 3.13.5- #360

      I was trying to CC Jonathan Nolen on one of the tickets. By mistake I typed his user name into the 'CC Group' text field.
      JIRa happily created that group even though it does not exist. I don't believe this is intended behaviour? Is it?

      However,the group picker does not fetch that group??
