Do not render a hyperlink for a change history item for linking issues when the user does not have permissions to see the linked issue

      At the moment, even if the user does not have permission to see the issue being linked to, the hyperlink is generated.

      Also need to ensure the hyperlink is not generated if the issue does not exist.
