When you release a version, have an option to send an email to everyone watching any issue that is fixed in that version.

This allows you to notify the people waiting on issues to be fixed, that there is a new version which fixes their problem.

This idea was prompted by Jason Pell, who took the time to notify me that a new version of the pell multipart parser was available.
