Deleting an issue should not delete the changelog history associated with it

      The issue deletion operation currently deletes all records from the changelog for the deleted issue. From an audit perspective, it would be much more desirable to retain the issue change history and insert a deletion record in the changelog. I can see where some folks might want the current behavior so perhaps best to make it configurable (as an administration setting).
