Feature request for adding Attach field to the Add Comment screen

    Description

      It will be nice to have Attachment field added to the Comment screen.
      The reason is the Issue Updated and Issue Commented notifications
      are differents therefore we would like to be able to attach files or screenshot
      when commenting an issue.

      It would be better if i can be fully customizable like the Resolve Issue Screen and Workflow Screen.
