JIRA HTML code does not validate

      Running on Debian, using PostgreSQL, Tomcat 5.0, Blackdown Java 1.4

      Doctype is off, reports HTML 4.0 Transitional, but may actually be XHTML by the looks of the code. There may also be a few other problems, this can easily be found out once the first problems are sorted out.
