Don't encode characters unless required (breaks Notes)

      When non-ASCII characters (eg. æøå ÆØÅ) are included in a body field, JIRA escapes them with numeric entities:

      æøå ÆØÅ

      This is legal, but apparently breaks the Notes email client, which does not understand numeric character entitites.

      Since JIRA serves pages as UTF-8, there is no reason to escape these characters, so we shouldn't.
