System wide unique issue numbers

    Description

      Issues are often assigned to the wrong project, moved, etc. Developers would like to have each issue number (just the number of the key) be unique throughout the entire system.

      Side Note: Entering the number 2 in the quick search only returns a single issue even though we have over 100 projects that have issue key numbers = 2 ... I'll create a new bug issue for this one.
