Lockup JIRA on startup if there's an OSGiContainerExceptions being thrown

      We should lock up JIRA with a JohnsonEvent if there's a problem loading up the plugin system (i.e. an OSGiContainerException). This could be the case if an older version of OSGi interfers with our version in Websphere, or if you startup JIRA on Tomcat with a JDK1.4 compatibility pack installed (which puts an old incompatible version of xerces on the classpath).
