Mailbox monitoring should discard emails from <regex>

      I'm in the process of removing several hundred comments received via email from postmaster@worldbank.org from CONF-1031.

      JIRA should disregard emails from postmaster@* addresses because they are only used for bounces and other clutter you don't want as a comment or issue in JIRA.

      A more generic feature would be specify email addresses by regex's.
