Ability to set default estimate for Bugs/Defects

      As a portfolio user, I want to specify a default estimate for the "Bug" issue type in Unestimated item scheduling.

      The bugs in Portfolio are using the default for the Story issue type, which skews the plan because most are not that large.  This is most important when we find defects for stories in the current sprint, which Portfolio gives the default story size and shows the sprint as much larger than it really is.
